The project aimed to alleviate a significant east-west traffic bottleneck in the Puget Sound region by transforming the Mercer and Roy Street corridors into a multi-modal system serving freight, transit, pedestrians, bicycles, and vehicles. The existing one-way traffic configuration was restructured into two-way traffic on both Mercer and Roy Streets, improving connectivity between four key growth centers and the broader regional transportation network. Key improvements included widening Mercer Street to accommodate three lanes in each direction, along with landscaping, parking, pedestrian amenities, and bike lanes. Roy Street was also modified to support two-way traffic and better pedestrian infrastructure. Additional upgrades involved utility relocation, drainage improvements, new sidewalks, signalization, street lighting, and ADA compliance. The project also included the demolition and reconstruction of bridges, retaining walls, and several buildings, such as the Broad Street Bridge and 530 Dexter Avenue North building. Broad Street was permanently closed, and civil infrastructure for electrical systems was installed along Dexter Avenue North.
