I-10/I-110 Metro ExpressLanes

The Metro ExpressLanes initiative was a one-year a pilot program jointly administered by Metro, Caltrans, and various mobility partners to enhance mobility and provide a secure and dependable travel experience for all users. This comprehensive design-build-operate-maintain (DBOM) project entailed several components, including the conversion of 11 miles of existing I-110 High Occupancy Vehicle (HOV) lanes into High Occupancy Toll (HOT) lanes, the transformation of 14 miles of the existing I-10 HOV lanes into HOT lanes, the expansion of the Adams Boulevard overcrossing, and the construction of a distinct pedestrian overcrossing above I-110. The toll collection infrastructure included toll detection and collection equipment, variable congestion pricing mechanisms, back-office operations, commissioning, maintenance, and day-to-day operations.

The program's objectives were comprised of the introduction of congestion pricing for HOT lanes, enhancements to transit services, upgrades to transit facilities, and improvements to downtown Los Angeles parking.
