The Metro ExpressLanes was a pilot, one-year demonstration program overseen by Metro, Caltrans, and several other mobility partners. This design-build-operate-maintain (DBOM) project included converting 11 miles of existing I-110 HOV lanes to High Occupancy Toll (HOT) lanes, converting 14 miles of the existing I-10 HOV lanes to HOT lanes, widening the Adams Boulevard overcrossing, and constructing a separate pedestrian overcrossing over I-110. The toll collection infrastructure consisted of toll detection and collection equipment, variable congestion pricing, back office operations, commissioning, maintenance, and operations.

The program included introducing congestion pricing for HOT lanes, improved transit service, updated the transit facilities, and improved parking in downtown Los Angeles. Upon completion, the project improved mobility and offered a safe and reliable trip for users.

Atkinson was the prime DBOM contractor and performed design, construction, toll system integration, and operations and maintenance. Atkinson actively participated side-by-side with Metro to stage multiple public outreach events to communicate potential impacts and project benefits to motorists and residents. By providing marketing materials and presenting key elements of the project, we educated the public in advance of tolling implementation with the goal of minimizing impacts and increasing the likelihood of successful congestion relief. Atkinson continued to manage the operations and maintenance subcontractor, which included staffing the customer service center, walk-in center, call center, mail house, and other day-to-day operations of the ExpressLanes through February 23, 2017.
